USB 2.0 Hi-speed port won't read Western Digital HDD?

I recently purchased a Western Digital 250 GB hdd and when i plugged it in, it told me i should connect it to a high speed usb port
and so i bought one (with power) and it doesn't seem to be able to read my hdd. it keeps making the sound when you connect and disconnect usbs by itself...

any ideas as to how to fix this?
i attached the extra usb hub to the back and tried but it still won't read it.. but it works when i plug in other usbs

depending on the computer if you have usb ports in the back of your computer, these are usually the highest powered ports and you may have to use those. Some ports don't have enough power to support hdd use
